The Ministry of Higher Education & Scientific Research has proposed some qualifying conditions for students who are interested in applying for these private scholarships. According to the ministry requirements, a candidate should have a Master degree and must apply for a unique specialization that fulfills the universities' needs. The students are free to apply for Ph.D.degrees in any international university of their choices. The students who have published a number of scientific articles will be more preferred than others to get these scholarships. Ten seats will be allotted to each of the four universities mentioned above from which each candidate will receive a sum of $250 000 US.
The Vice President for Scientific Affairs at the University of Dohuk (UoD), Dr. Hassan M. Amin, stated that this is the first time that a businessman made such a donation for the benefit of the universities in the Kurdistan Region. This offer came through after it was realized that UoD suffered this academic year from the lack of funding for the Ph.D studies.
